Data Transparency Action Plan for Employers and Purchasers
The Peterson Center on Healthcare is partnering with Manatt Health to learn what employers and other private sector healthcare purchasers need from a national healthcare data infrastructure resource, and to develop an action plan for employer and purchaser engagement.
States across the country have developed state-specific all-payer claims databases and other repositories to improve access to data to better understand healthcare trends. The impact of these state resources are often limited due to missing data for key populations, inconsistent data collection and access requirements, and inadequate funding for data analytics and synthesis into actionable insights.
Employers and other private health care purchasers (e.g., corporations and unions) have supported the creation and operation of multi-payer claims databases, purchased claims data from private data vendors, and advocated for policy-driven transparency at the local, state, and federal levels.
This action plan describes an employer and private purchaser pathway to promote the collection, analysis, and use of claims data nationally to empower better purchasing decisions and support better government policies and regulations. The plan draws on interviews and discussions with employers and allied groups across the U.S. to understand their shared data needs and opportunities to address them.
